To see the optimization tools you have available, you can go to the Creatives tab in your campaign details. 

Advertisers have a feature called auto blacklist optimization. With this feature, you can set your CPA goals or impression goals. All sources that can’t reach the goal will be blacklisted automatically, which should improve your results. 

Also, you can use auto bid optimization by writing down your targeted ROI goal and setting the max CPV possible.
